Two systems, different definitions
Google Ads counts conversions based on its tracking. The CRM counts leads based on records created. These are not the same event. A conversion in Google Ads may not create a CRM lead, and a CRM lead may not have a matching conversion. The gap is expected until you reconcile the definitions.
What to check first

Conversion definitions

If Google Ads double counts a conversion, its number is higher than the CRM. Check for duplicate tags, a native tag plus a GA4 import, or a form event plus a thank you page event. Each duplicate inflates the Google Ads side of the comparison.

Spam submissions count as conversions in Google Ads but are not real leads in the CRM, or they are filtered out. This inflates Google Ads relative to usable CRM leads. Check for spam patterns and consider whether your conversion counts junk that the CRM rejects.

Google Ads attributes a conversion to the ad click using the GCLID. The CRM may attribute the lead to a different source, like a UTM or a manual label. If the attribution logic differs, the same lead can appear under different sources in each system. Reconcile the attribution model, not just the count.
Lead source overwrites
If a lead returns and fills another form, the CRM may overwrite the original source with the latest one. Google Ads still attributes to the first click. Phone calls and form submissions
